The Department of Environment, Great Lakes, and Energy (EGLE) is seeking the expertise of Business Analyst resources to support multiple projects. These individuals will be assigned to one or more projects, supporting the project needs while being the liaison between the DTMB technical and project teams. Project responsibilities will include participation in Agile Ceremonies, producing related artifacts, as well as providing guidance representing technical constraints and procedures. Candidates need to excel at analyzing business needs across diverse program areas, visualizing data relationships, and translating business and technical directions between stakeholders.  The ability to quickly learn new business operations and be proactively thinking of ways to work towards the “big picture” is a must.  Candidates needs to be organized and be able to proactively manage expectations with changing priorities.  Proven successful communication is a necessity, along with delivering high quality work and services while self-directed.

 

At the discretion of the resource manager, this position may include remote work from within Michigan, but candidates should plan to be available to report to a Lansing, MI job location in accordance with State of Michigan return to office guidelines.​

 

Job Responsibilities:

• Work with multiple stakeholders to develop an in-depth knowledge of the related business operations and business needs.       

• Conduct discovery to identify related systems and related data sources/stores.

• Develop working knowledge of constraints and enablers to include applicable regulations, policies, parallel projects, and existing systems and technologies.     

• Develop and execute approach for requirements elicitation to identify minimum viable product objectives.

• Produce requirements documentation to support solution solicitation.      

• Conduct analysis and review findings related to the project scope.       

• Serve as a liaison between the project team, business area, and technical teams.      

• Conduct analysis related to solicitation strategy considerations.     

• Complete supporting documentation related to solicitation.       

• Review and/or develop user stories in support of implementation.       

• Create and validate test plans and test cases in support of business test activities.·      

• Support user acceptance testing.       

• Work with the project, business, and technical teams to ensure solution implementation procedures are followed.Desired Experience:     

• Minimum of 8 years Business Analyst experience. 

• Minimum of 5 years experience working with diverse groups to elicit business needs and facilitate consensus on requirements. 

• Minimum of 5 years developing business requirements documentation/artifacts.      

• Minimum of 3 years working on Agile projects.

• Minimum of 2 years developing user stories.     

• Minimum of 2 years developing test plans and test cases for an Agile project/initiative.      

• Minimum of 2 years supporting UAT and managing related defects.       

• Minimum of 2 years working as the business analyst lead on a project.      

• Minimum of 1 year experience working with programs governed by state and/or federal regulations.
